We totally believe the purpose for the government to set up these projects are to better protect the citizens and communities. Yet, lack of legal procedure, these programs are vastly used and abused by all sorts of hatred families and groups, leave hundreds to thousands of innocent people to the unlimited harassment from hundreds to thousands of people, these victims have no human rights, no freedom whatsoever left. These kind of 24/7 watch/stalk on the contrary can cause the victims become mental or depressed to further disaster to their lives. This completely conflicts with the Charter of Human Rights and Freedom, this is against humanity. These mass public programs need to be regulated and legalized to only those who are criminals with criminal records. These, can't be started by whoever without any legal procedure, government should take responsibility for any program you put out, bound with laws and limit any possibility of these programs being abused for crime by any person or group.
Hi, Have you ever been approached by someone with some 'glorious' reason yet to stalk someone unknown and innocent? Are you being watched and stalked and harassed suddenly by hundreds of neighbours and even your friends or co-workers? Do you know in some countries anybody can start such a 'watch' on anybody without any court or legal procedure? This has left hundreds of victims to the unlimited harassment from hundreds to thousands.
