Low Cost Spay/Neuter

We need the SPCA to go into more areas and offer low cost or even free spay/neuter for at least one animal! There is one in bigger cities, but the smaller towns are left to deal with it as they can! It would help smaller towns and lower income people alot, and it would save millions of animals from being killed every year!
