Save the Suffering Animals Due To Animal Control's Inaction

Osceola County Animal Control is failing local animals who are victims of abuse and starvation. One particular case, a horse kept on the front lot of a property on a major road in Kissimmee, Florida (shown in this picture), has been through varying degrees of starvation and neglect for the past THREE YEARS. Osceola County Animal Control knows of the case very well. 

This petition is intended to force an intervention for the horse and put it with an Equine Rescue and change local Animal Control laws.

This horse needs to be taken away from the property and never returned to those owners or their associates.  The horse needs to go to a local Equine Rescue where it will receive proper vet care and nutrition.  

Furthermore, Osceola County Animal Control laws need to be amended so that:

1) Animals confiscated from their owners cannot be returned to them if neglect or abuse has been a constant problem (3 strikes and no more pets or livestock)

2) Livestock confiscated from neglectful or abusive owners must be turned over to the proper and any willing and able livestock rescue group(s) and NOT sold at auction or given back to the owners or owners' associates.  The livestock intended as pets (in this case, such as horses) cannot be sold for slaughter or food purposes by any entity or person.

3) Full criminal prosecution after non-compliance with Animal Control or Sheriff's Office orders (One month grace period to comply with demands; if non-compliant after that time, at any time, full criminal prosecution and all animals confiscated)
