Stop over-vaccinating!! Titer options for Rabies vaccinations!!

Delaware is on board!!! Thought NH would be first in the nation, but not this time! Go Delaware!!

NH voted to kill the bill. Not giving up yet! 

State of New Hampshire House Bill 331- An Act relative to the duties of a veterinarian, was presented on the floor of the House in the State of New Hampshire, on January 2, 2019.

Update: The public hearing is not the 21st, it has been rescheduled for February 19, 2019 at 12:00 PM in the Legislative Office Building, Room 303!! Please try to be there to support the pets!

The current law requires us to re-vaccinate our pets regardless of whether the antibodies are present or not.

When was the last time you received a vaccination? Most people do not receive vaccinations year after year, and if they do, it is their option. Why must we do this to our pets who trust us?

"The veterinarian may vary from the vaccine dosage protocols when in the best interests for health of the animal and administer a rabies antibody titer test to determine the need for a rabies booster vaccine. The results of the titer shall be recorded on a rabies immunity certificate. The commissioner shall adopt rules under RSA 541-A relative to the form of such certificate. The certification shall include specific identifying information including an assigned rabies immunity certificate number, date issued, owner's name and address, name of pet, species, sex, age, predominant breed, weight, altered status, date of rabies titer, date of last rabies titer, final result copy attached, expiration date of certificate, veterinarian's name, address, state license number, federal accreditation number if applicable, and veterinarian's signature and hospital seal; in lieu of a vaccine certificate of rabies when no rabies vaccine is found to be needed as a result of the rabies titer test. After the initial rabies titer which has a level that will prove positive, the next titer shall be required in 3 years, but may be tested annually at the discretion of the licensed veterinarian." Currently, a rabies vaccine manufacturer stipulates their product's use. Many veterinarians ignore the precaution on the vaccine inserts which states that vaccinations should only be given to healthy pets. In addition, most veterinarians do not explain the potential side effects, which are also listed on the vaccine inserts. Still other veterinarians are reducing the volume, based on personal experience with anaphylaxis in smaller pets. However, if these veterinarians come forward, they risk being attacked by the veterinary establishment, including loss of licensure and other sanctions.

Are you aware that....

  • A 5 pound cat gets the same rabies dose as a 140 pound dog.
  • The 1 year vaccination is the same dosage amount as the 3 year vaccination.
  • The laws in some states require the Rabies shot for cats must be administered in the hip, leg or tail so, if necessary, amputation of these limbs is easier due to a tumor developing at the vaccination site.
  • Studies have found that if a tumor does develop at the vaccination site, upon removal they have found the vaccination in the nucleus of the tumor.


The need for any vaccination is easily determined by a Titer Test which is administered by the veterinarian at reasonable cost. A Titer Test is a blood test, that measures the amount of antibodies present in the immune system. If antibodies are present, there is an automatic defensive response, hence automatic protection, without the need to re-vaccinate. A Titer Test is an excellent option, providing proof of immunity, without over stimulating the immune system itself. It has been proven that over stimulating the immune system can cause many various diseases, including autoimmune syndrome and cancer. 1 out of 3 dogs dies of cancer, lets work together to further improve our pets health.

The pet owner should have an option for their pet – either get a Titer Test and/or a Rabies vaccination. Some people may just choose to get the Rabies shot and forgo their option for a Titer Test. But at least we would have the option.

We are requesting an acceptable option with a Titer Test and hopefully with your support, we can update how we care for our four-legged family members and still be protected from disease.

Public hearing was held on February 19th, 2019. Approximately 30 people in attendance. Majority in favor of passing the bill, around 3 people against one being the State Veterinarian. Two against that testified do not want the State of NH to stop giving the rabies vaccination. Neither do we. We would just like the option of a Titer test to show immunity in lieu of over-vaccinating and amend dosage based on weight. Will keep you updated.
