no more dogs on chains!

Dogs living on chains is not living but a lonely sad life.  We need to change the law to prohibit people being allowed to do this to a dog in the state of Maryland. Along with all states These dogs end up outside on a chain because the owner just doesn't want to deal with the animal.  The present law in MD is a dog can be allowed to be on a chain as long as it has shelter and at least 3 foot of chain. Food and water.  Alot of times in winter the water is frozen and the owner really doen't want to bother with going out into the weather to give fresh water. Tell me?  How would you feel living this way?  And to pass this law and allow a citizen to turn in anyone who sees a dog constantly living like this.  In the heat, bitter cold, rain and no playtime, toys, interacting with a human.  NO LOVE The animal should be confiscated and given a better chance at life.

Need to create a law to abolish dogs living life on a chain.  It is heartbreaking that an animal has to live this way not to mention the physological effect, health, a slow death from loniness.  Insects, limited room to move, the weather/extreme heat cold, etc.
