Help start Johns Law and protect the elderly

My father is an elderly man, a Korean War Veteran who served his time in the military, dodged bullets, carried the wounded, and seen so many not make it back. He is a gentle man full of jokes and love, and worked hard everyday of his life. He married a manipulative woman much younger who hasn't worked a day since they married over 20 years ago, and she is draining him and has been since they wed. About 16 years ago he suffered a heart attack and years later a stroke and he is total care, and she won't let anyone care for him. She has turned away any home health due to her living conditions. He was placed in a nursing facility in 2016 and she removed him and stated to the staff that she needed his Monday so he can't stay. Now he is being coerced, bullied, and manipulated by his wife for his finances, all the while she is medically neglecting him and abusing by alienating him from his family that care. Due to her filth and neglect he has now lost his leg from an infection she refused to seek medical attention for until it was too late. I'm concerned because Adult Protective Services have always been in the picture and closed the case because "he chose to be there" even though he is coerced to say these things by his wife. If he goes back there to her care he will die.
I would like to petition for a new law, Johns Law, that states if an elderly person is being abused and/or neglected by a family member or spouse and Adult Protective Services opens a case and are not allowed by caregiver to enter the premises where the victim is, or is prevented from doing a full investigation by caregiver immediately, or in the APS workers judgement, the victim is being coerced, extorted, manipulated, neglected, and or abused that social worker is then responsible on calling and having the victim removed immediately and placed in a nursing facility and the caregiver arrested and placed in jail until an investigation is fully complete by the APS and local law enforcement with or without the victims consent. If in any case a victim is admitted into any hospital setting with a neglectful or abusive cause it is the medical personnels responsibility to contact local law enforcement and Adult Protective Services and the caregiver is immediately placed under arrest for abuse and or neglect to the elderly and all communication to victim ceases until a thorough criminal investigation is complete. If said victim is competent or incompetent this law will stand. Once a crime is committed a victim should not be left unattended with the accused in any way as to being coerced, manipulated, or bullied into falsifying information. If this law is not enforced by either Adult Protective Services, Law Enforcement, or any and all Medical staff anyone involved can be held criminally responsible for the same neglect.
