Stopping the oversaturated unwanted animal problem in the U.S. requires extreme action. The only possible solution is the involvement of federal Government. USDA / APHIS licenses and inspects all facilities that breed, exhibit, sell animals responsibly under their guidelines.
Throughout the U.S. there are millions of breeders of pets, food animals , or other that would not qualify for these licenses, preventing them from legally doing business.
Any advertiser of animals for any use whatsoever must obtain current licensing info for that advertiser or be breaking the law. Any Internet Service Provider hosting websites that violate these laws would be notified to immediately terminate service or be fined substantially.
This law would avail jobs for APHIS employees and reduce the enormous financial and inhumane burden on County Shelters nation wide, making tax revenue available to increase quality management, further education, pay better salaries to these workers and managers.
Results will increase adoptable animals and reduce the number of animals at large, and allow more sufficient time schedules to achieve additional programs that would reduce the overwhelming population of unwanted , abused, and uncared for animals.
