Dear Senator Durbin:
We Propose A Bill that:
Will criminalize the act of bullying in all Public Educational Institutions in areas Nationwide, a Federal Bill.
We seek in this Bill, “ZERO TOLERANCE” between School Administrators / Teachers / School Board Members / Professors / Deans / Coaches / District Bus Drivers / Parent Volunteers / Counselors and minors in their care and “peer to peer”.
We seek in this Bill, that any student/athlete found to be bullying; whether it is verbally or physical; that the student/athlete will be mandated to counseling. And in the event the student continues to bully during the course of, or after the conclusion of counseling; that the student/athlete bullying be subject to disciplinary actions by provisions mandated under state and/or federal laws; whichever law has the broader reach; in order to ensure that the student/athlete bullying be made to cease and desist from continuing in such injurious behavior.
We further request that in the event bullying makes/drives/forces an individual to take their own life/commit suicide/end their life prematurely that the responsible party(ies) be charged under special state and/or federal law(s) which shall designate bullying as a violent hate crime.
We further request that where the perpetrator(s) are found to have encouraged or “egged on” the individual by daring or recommending that the individual take their own life; that charges be brought against the perpetrator accordingly.
We also seek in this Bill, that each School Administrators / Teachers / School Board Members / Professors / Deans / Coaches / District Bus Drivers / Parent Volunteers / Counselors in the school systems (whether volunteer or stipend) go through mandatory preventative and crisis intervention training.
We also seek in this Bill, that School Administrators / Teachers / School Board Members Professors / Deans / Coaches / District Bus Drivers / Parent Volunteers / Counselors in the school systems (whether volunteer or stipend) also be held accountable if He/She/They ignore “brush off” or discourage students from reporting acts of bullying on themselves or witnessing acts of bullying against others in any manner (i.e. intimidation, ridicule and/or disregarding the emotional impact the bullying is having on the student reporting the bullying incident(s).
We also seek in this Bill, that School Administrators / Teachers / School Board Members Professors / Deans / Coaches / District Bus Drivers / Parent Volunteers / Counselors in the
school systems (whether volunteer or stipend) also be held accountable if He/She/They engage in or fail to appropriately make a record of and remedy any incidents of reported bullying made to them by students/parents occurring within an educational day whether it be before, during or after school; and to include any off campus extracurricular activities such as field trips, sporting events, or bus transportation to and from campus.
We also seek in this Bill, that schools “allow” for the presence of a uniformed officer during school hours, and that any and all reported incidences of bullying be documented by the School Administrators / Teachers / School Board Members / Professors / Deans / Coaches / Parent Volunteers / Counselors in the school systems (whether volunteer or stipend) receiving the report and provided to local law enforcement; and that any and all electronic devices reported to be used in the act of bullying be immediately taken into possession and handed over to law enforcement for investigation.
We also seek in this Bill, that law enforcement have the right to interview any minor student(s)/athlete(s) who knowingly witnesses an act(s) of bullying against another minor as part of a thorough investigation in an effort to remedy the bullying and save the victim and other potential victims from the threat of physical or mental harm and/or loss of life as a cause or result of the effects of bullying.
In the event of a suicide or death known or alleged to be the result of acts of bullying, law enforcement will immediately seize possession of all social networking accounts, cell phones, laptops, and any other form of electronic device that may have been used in acts of bullying against the deceased (victim) to in order to conduct a complete and thorough investigation.
We also seek in this Bill, that the United States Department of Education Make Anti-Bullying Education a Priority in Nationwide Curriculum; including the appropriate allocation of funding in an amendment to “THE PRESIDENT’S 2014 BUDGET PROPOSAL FOR EDUCATION” and that the funding percentage allocated be no less than that funding currently allocated to implement the development and execution of other educational programs and agendas geared toward the protection, equality and health of students such as D.A.R.E. and other School Safety/Security programs as noted in “THE PRESIDENT’S 2014 BUDGET PROPOSAL FOR EDUCATION” where stated:
“…the President’s plan to increase school safety and to decrease gun violence includes investments not only to prepare schools for emergencies, but also to create nurturing school climates and help children recover from the effects of living in communities plagued by persistent violence.”
We also request that any petition signatures, waving duplicates,from petitions that includes the name(s) Jordan’s Law, Make a Law for Jordan, Jordan Robert Lewis, Jordan’s Voice Against Bullying, Jordan’s Voice or any other Anti Bullying petition formed for Jordan Robert Lewis shall be included and counted in this petition. ----------------
