Route 23 and Coventryville Road Intersection Petition

The purpose of this petition is to discuss potential future improvement at the intersection of Route 23 (Ridge Road), a State-owned road and Coventryville Road located in South Coventry Township. We have spoken to the OJR administration regarding the road and understand the issue must be brought to the South Coventry Township Supervisors and then eventually with the State Department of Transportation.
This intersection has been a dangerous intersection as proven by recent accidents the past several years. It was reported that five staff members of French Creek Elementary School have been injured in accidents traveling through this intersection on their way to work. The intersection serves as a main road to the entrance to the French Creek Elementary School, so it is travelled by nearly every school bus and vehicle delivering and picking up students at the school and for teachers to travel as well. Travelers are using Coventryville Road at an increased rate making the intersection more crowded. When heading south on Coventryville Road, traffic heading from east to west on Route 23 towards Elverson is travelling at the posted speed limit of 50 miles per hour around a bend that is partially blocked due to trees and the curve itself, blocking drivers’ vision of oncoming traffic. Drivers on Route 23 sometimes decide rather than to stop behind a vehicle waiting to turn onto Coventryville Road (in either direction) to illegally pass a turning vehicle by going onto the right shoulders where vehicles are stopped at Coventryville Road stop signs. Due to the east-west orientation of Route 23, sun glare is also a factor in early morning commutes, making it difficult to see vehicles’ turn signals when approaching around the curve heading westbound on Route 23.
On Monday September 11, 2017 an Owen J. Roberts school bus (#39) was involved in a minor accident at said intersection involving two passenger cars at approximately 8:00 am. The students of the bus were not injured, but one student was later treated for headache and whiplash symptoms as a result. Both drivers of the passenger cars were taken to the hospital for evaluation. The accident could have been much worse, but the outcome of the accident is not the main issue; the cause for concern is that a school bus was involved at an accident at an intersection that seems to be increasingly dangerous.
What we would like to achieve is to begin discussion to determine if the intersection should be studied to see if further traffic control measures should be added. This could potentially be in the form of a traffic light or addition of lighted signage that would indicate school traffic is in effect and caution should be taken to slow down through the intersection, similar to those around actual school entrances.
There have been many accidents at this intersection, some of which individuals were seriously injured. This recent bus accident was not one of them, but we fear that for there to be change it will require a future fatality or a more serious school bus related accident.
Route 23 is a heavily travelled state road, and there are no traffic lights along the road from Route 724 to Twin Valley Road in Morgantown with the exception at Routes 100 and 23. A traffic light may not be the best solution at this particular intersection and we understand that improvements may require a traffic study and proposed physical infrastructure if added would be at a cost. The main concern is the health and welfare of the community and students and employees of the school district.
