Step Up for Pets Coalition is propositioning Delaware County Council and Delaware County Animal Protection Board to approve a local and centralized facility for all residents, townships, municipalities and boroughs for placement and recovery of the county's lost, abused, and displaced animals. All the while allowing the county to keep its funds and animals within its own sovereignty.
