Require to have a license to own a prong collar!

Prong choke chains are a slightly effective way to train your dog when used properly! However, when not used properly the can cause harm and possibly death to a dog! People have been hanging their dogs with choke chains and when using the prong choke chain the prongs pierce through the dog causing bleeding to death and choking!
Like I said before they are affective in some cases so yes the should be legal but only for proper use! Witch is why you should have a license to own one and if caught using one without a license to be fined 100 dollars!
