U.S. Children are NOT lab rats

This is the first petition I have ever started.  I have signed many and intend to keep doing so but I was so outraged by what I found out today that I had to do this.  

The following I copied from Wikipedia regarding Judge Rotenberg Educational Center.

 The Judge Rotenberg Center (JRC, formerly known as the Behavior Research Institute) is a facility for special needs students that operates in Canton, Massachusetts, that provides behavior modification and educational services to children and adults with severe developmental disabilities and emotional or behavior disorders, as well as providing respite care to their primary caregivers. The center is the only facility in the United States that makes extensive use of aversives, including electric shock and withholding of food, in its treatment and behavioral interventions. The release of a video of a student being shocked prompted outrage and resulted in the school being reported to the United Nations for torture, and resulted in an investigation by Juan E. Méndez, the United Nations' Special Rapporteur on Torture and a discussion at a United States Senate Committee on alternatives to aversive therapies.

This kind of behavior is from the dark ages and should not be tolerated.  If we as US citizens, who are apparently paying for this outrageous behavior should be disgusted.  

Another article I read puts Indiana in the running as well for outrageous behavior.

I am also sure that this behavior is not just relagated to the states of Indiana and Massacheutts but I needed some place to start.
