Threat to life and peace of the community

The Pal base is association of gentlemen who desire a place for relaxation after work. These gentlemen are resident and workers within the community and they have been contributing their finance for the up-keep and maintenance of the base since its establishement in 2006.
Since the creation of the base rules are agreed upon for all base users and members alike. One of the rule is prohibition of all form of smoking in the base.
There is one Wasiu (surname unknown) that came to the street under the guise of securing an uncompleted building and since his coming he has been a disturbance to the street. He does things has if though he is untouchable. Wasiu (A.K.A foreign) has assaulted 3 members of the base and everytime he does it he always threaten to either kill or maim while causing malicious damage to personal effect of our members like smashing of phone and wrist watches. He has inflicted body damage on the secretary of the base for reason unknown.
