Urge Brazil to Ban Cosmetic Tests on Animals

SAO PAULO—In an open letter published on March 17, 17 high-ranking Brazilian and international scientists express their support for a nationwide ban 

on all cosmetic tests on animals in Brazil. Signatories include professors and other senior biomedical scientists 

and toxicologists working in universities, federal agencies and research institutes.

Last September, Humane Society International submitted a technical report 

to the Conselho Nacional de Controle de Experimentação Animal calling for 

a complete ban on cosmetic tests on animals as part of its Be Cruelty-Free Brazil campaign. CONCEA will vote on HSI’s proposal during its 19-20 March meeting.

Helder Constantino, HSI’s Be Cruelty-Free Brazil campaign manager, said: “Scientists in Brazil and around the world 

are increasingly questioning the relevance of animal test results for predicting human safety, 

and are supportive of banning animal testing for cosmetic purposes. We hope that CONCEA takes note 

of this open letter and votes to bring Brazil the ethical and scientific benefits of ending cruel 

and outdated test methods.”

The scientists’ letter states: “There is growing frustration with animal-based testing methods for safety assessment. Many such approaches date back to the 1930s, 

are costly and time-consuming, provide little understanding of how chemicals behave in the human body, 

and often fail to correctly predict real-world human reactions. These factors present a major challenge to regulatory authorities responsible 

for evaluating products and chemicals for consumer safety... CONCEA has an opportunity to enable Brazil 

to enhance its participation in the development of a new 21st century toxicology by banning cosmetics tests on animals. 

Such a ban would without a doubt raise scientific interest and investment for alternative methods in Brazil, as it did in the EU, 

and represent a clear signal that it is time to move beyond animal testing.”

The European Union, India and Israel have banned animal testing for cosmetics 

Other countries, including New Zealand, South Korea and the United States, are contemplating similar measures 

China is revising its regulations to phase out mandatory tests on animals for certain cosmetics 

The State of São Paulo, which hosts more than 700 of the 2,300 cosmetics companies in the country, 

was the first Brazilian State to ban cosmetic tests on animals earlier this year.
