Adopt strict punishment for aninal abuse in South Africa

    People's pets got euthanized by incompetent workers, SPCA's 'hands tied' when they can see abuse but refuses to act. Solution: Employ competent workers and update laws to have heavy punishment for animal abuse. The fines could pay for the workers at SPCA.
