Legalize Cannabis, Release the Non-Violent Drug Offender Inmates and Use the Half Vacant Jails for a Shelter. Remove the Bars and Locks and Recycle Them to Make Plowshares. All the Infrastructure is Already in Place. Food, Showers, Toilets, Basketball. If the Homeless ever need to be 'Protected and Served', the Sheriff's Office is Right There. It's a great location... It's NIMBY. Of Course, We May Have to Wait Until 2016...
