Time Restriction for Parking on Prospect Avenue

We would like to propose a 90 minute time limit for parking on the west side of Prospect Avenue.

Our reasoning is as follows:

We have noticed a concentration of parked cars on the west side of the street, on the south-end. We have two main concerns about all the cars: 1) Safety: the parked cars create blind-spots when driving around the curve, decrease visibility when entering and exiting driveways, and create safety issues for the school buses and our children; and, 2) Quality of life: the increased number of cars creates noise, congestion, littering, damage to our street and curb, and lack of privacy.

We chose 90 minutes because this time period is consistent with other Winnetka blocks that are similarly-situated. This restriction is consistent with the 90 minute parking on Lincoln Avenue (in front of the Winnetka Community House), which Prospect Avenue feeds into. This restriction is also consistent with the 90 minute time period along Burr Avenue in front of Sacred Heart church. Similarly, we also have a church on our block: Winnetka Congregational Church. Unlike other neighborhood churches, Winnetka Congregational currently has no time restrictions as to parking. Lastly, we looked at Arbor Vitae. Arbor Vitae is similar to Prospect Avenue in that it also feeds into town. It is a one-way street. It has no parking on the west side at all, and on the east side it has no parking 8 am - 6 pm for the majority of the block, with a small portion that is no parking 8 am - 10 am on the south-end. This block is clearly more restrictive than what we are requesting. In sum, a 90 minute time restriction is consistent with blocks that are similarily-situated, and reasonable in balancing the residents' interests with the interests of the church patrons and visitors of the Winnetka Community House.

A survey was taken of parked cars on Prospect Avenue during the weekdays (Monday thru Friday).  Here are the results:

April 13 in afternoon: 5 out of 13 cars are Winnetka residents

April 17th in afternoon: 6 out of 12 cars are Winnetka residents

April 18th at 12 pm: 2 out of 7 cars are Winnetka residents

April 19th at 11 am: 1 out of 10 cars are Winnetka residents

April 20 at 9 am: 3 out of 20 cars are Winnetka residents

April 21 at 10:30 am: 7 out of 12 cars are Winnetka residents

On an average weekday, only 35% of cars parked on Prospect Avenue are Winnetka residents. The village has a duty to safeguard the interests of Winnetka residents and prioritize our interests over those of non-residents.
