Change in the East Dubuque School District #119 Board of Education

Petition for Removal of Board President

We the undersigned, being concerned citizens of the East Dubuque School District #119, petition the East Dubuque School Board of Education for the removal of Board President Shirley Horstman from her position. We further petition Board Member Shirley Horstman to relinquish and resign her positon on the Board of Education immediately. The undersigned petitioners cite the following reasons for this petition: lack of leadership, inability to be proactive during times of conflict in our community, complete absence of transparency into issues before the Board in the matters of Superintendent Greg Herbst and Principal Michelle Till, and negligence in complying with board policies. We believe that a major responsibility of the president of the Board is to ensure Board Policy is upheld and that Shirley Horstman has failed in that task by allowing board policies to be ignored, overlooked, and disregarded, including those personally violated by her during her investigation of Greg Herbst
