Waiver Of Rights Restoration guidelines

My issue is the guidelines for having your rights restored is a bit hasty. I mean the individual has already served out their time for their crime and is released back into society, just to be told they aren't a member of society. They have no rights. I believe that if you release someone of their crime they should have the same rights given in the U.S Constitution. I believe to get around this small discrepancy is to offer one time waivers of the guidelines set forth. All felons upon being released into society can petition to the Office of Executive Clemency to activate the one time waiver. I believe 10 years is a long time to have to wait to have your rights restored. I mean they have already served out the punishment just to serve a separate sentence for the crime. I don't believe that's the values the U.S Constitution was founded on. Those type of stipulations in chapter 960,Florida Statues shouldn't be that steep. Lets make right this wrong. Send it to Congress!!!!
