Mayor Stoney: Withhold Further Permits on the Westwood Tract/Canopy IMMEDIATELY!

Mayor Stoney, the time has come for you to intervene and take IMMEDIATE, DECISIVE ACTION IN THE INTEREST OF PUBLIC SAFETY regarding the Westwood Tract.

The City has, and as Mayor YOU HAVE, an affirmative obligation to prevent and protect existing neighborhoods from genuine public safety issues.

Formal requests for you to do so have been made in recent months by: 1) a unanimous resolution of Richmond City Council, 2) by resolutions of the governing Boards of the Ginter Park Residents Association AND the Sherwood Park Civic Association, 3) by representatives of the Westwood Tract Coalition, and 4) by a former Attorney General of Virginia. 

NONE OF THESE REQUESTS HAVE BEEN MET WITH A REPLY FROM YOUR ADMINISTRATION - FOLLOWING THE PRACTICE OF THE PREVIOUS ADMINISTRATION TO SIMPLY IGNORE CITIZEN REQUESTS AND CONCERNS. 

With the demolition of structures on-site and a construction barrier fence having been erected in the past 48 hours, time is now of the essence. 

Mayor Stoney, we request that you IMMEDIATELY take the following actions that you, as the administrative head of the City government, are legally empowered to:

- Halt further progress of the Canopy Project by withholding Work in the Street permits; AND

- Commission and complete a comprehensive traffic study, with appropriate opportunity for public comment; AND

- Undertake a comprehensive, transparent stormwater study, with appropriate opportunity for public comment, including total future development of the Westwood Tract and in full compliance with Section 3.2.1 of the City Stormwater requirements.

The City of Richmond's land use rules and project review process should function as a compact among its citizens & taxpayers to assure that the costs and impact of proposed projects are fully understood before they are approved, and fit within a plan that all can rely on to be followed. In the long run this creates the strongest communities and therefore the greatest value for everyone. 

Our city must be vigilant in upholding this compact.

Now is the time for you to draw a line in the sand and demonstrate you will do so. Residents throughout the city, with similar concerns about the blatant errors, deals done out of the public eye and without proper citizen input, obfuscation, and stonewalling on the part of City government that is supposed to serve its taxpayers, are watching how you respond. Your action, or inaction, will have critical consequences for the future of the city that you lead.
