Help save animals from East London Zoo conditions (South Africa)

According to the Port Elizabeth Weekend Post story (January 12 2013) a 'master plan' of R290million was approved to improve the East London Zoo's conditions. Six years later, the conditions are the same. Photos taken of brown bears, timber wolves, lions and a lone warthog show the animals looking pathetic in small, concrete enclosures with flies and traffic in their immediate environment. In this day and age, it's unacceptable and unforgivable. If they can't get their act together, the zoo and local government must relocate the animals urgently.
