321 Stop Bullying surveillence camera /phone monitored app

Improve education in failing schools by getting the parents /guardians directly involved through technology.Its been proven that lack of parent participation in poverty-stricken areas is the reason why kids are failing. Secondly, classroom disruption (bullying) increases the drop-out rate, gang involvement, drug usage, violence and suicide.
My plan will cost the state less money while preventing drop-out.
