Making your voice count!

With voters refusing to do their civic duty in growing numbers, should there be a limit to the amount of non voters before the whole democratic process has to be looked at? In the USA presidential election and 2015 general election the eligible voters who did not participate were arguably large enough in number to elect their own choir given a suitable option. This petition would be sent to all people who have the power further this with the aim of forcing governments at all levels into making amendments to fix unrepresentative politics
