I demand that the harrassment be stop against my dogs and family about dogs barking

We have received 3 summons now in reference to our dogs barking.
First was April 3rd, 2014. We told them the that the dogs bark at the wild cats in the yard. We have a pond with fish and they would always be in our yard. That was dismissed.
Then a gentleman came to my house saying he was the one that called animal control about the dogs barking. He said he was not aware that the Animal Control Officer was going to write up a summons. The dogs barking was bothering his wife. He said to me "Why don't you mussel your dogs!" I felt that my dogs do not bark anymore then the next dog in the neighborhood, that's what dogs do if they hear or see something. I did not leave the doggie door open anymore when I would leave the house.
The second summons was on Jan. 17th, 2015, we had gone to see his father at a new assistant living facility. Apparently the last one out did not realize that the doggie door was not closed properly. The dogs heard something going on outside and got out the doggie door. A neighbor called us to let us know, and before we got home they had called Animal Control again. We went to court the Prosecutor threatened that she could charge me with a $2000.00 fine and did not want to hear the circumstances. We were find $100.00 plus court cost. We were told by the neighbor that there was a disturbance going on and the dogs would not stop. I felt that they had good reason, even though they could have tried to get in touch with us first.
Now they just called again and we got a summons for April 25th, 2015. This day my daughter Danielle and Husband Frank came to visit. My husband Kirk and his Friend Matt Coon were working in the back yard. The dogs only went outside twice once to go to the bathroom after eating and the second time was because Matt had not seen the puppy in a while so they let him out so Matt could see him. He did bark, because Matt had not been here for a while. He was not even out for 30 seconds. The rest of the time the dogs were in with my daughter Danielle sleeping while she was watching a movie. I do not know what these people have against my dogs and family but this is not right, When I was in court and pleated "NOT GUILTY" I was threatened by the Prosecutor again that I would be charged a $2000.00 fine. Now I have to get a Lawyer and go back to court about my dogs when they were not even outside that day. It was other dogs in the neighborhood. Family and Friends are now going to have to miss work and go to court. These people just won't stop.
I feel that I need to do something about this and let my neighbors know that this could be them next. Their are 29 dogs on, only three of the roads that surround my house. These people are not even next door they are three houses away. I have always had dogs and have lived here since 1999 with no problems. I have been told, that these people are always calling the police about something.
