National Heath Care Lottery

Welcome to the American Resolution Party - we speak the truth - we seek the truth - and we expect the truth. This party advocates amending the Constitution to pronounce public lying by the elected or campaigning candidates to be a crime. Lying to the taxpayers is not free speech - rather Lying is a form of corrupt deception. This Lying to the taxpayers by either campaigning or elected politicians must come to an end.

This Petition is, however, for a National Health Care Lottery:

This concept is NOT a Socialist scheme, rather a Capitalist concept to pay for the citizens' health care system.

Senior citizens - rural hospitals - preexisting conditions - and no one can plan, predict, or take full responsibility for their health care costs - we can live wholesome, healthy lifestyles - but even the best efforts can render a financial burden none of us could predict or prepare ourselves. This often leads to financial burdens to those who paid a high cost for health care education, high cost for medical facilities, and emergency services - these people deserve to be paid. YET often they are serving citizens who can not afford to pay for their services.

The American Resolution Party offers a solution that will provide the nation with Health Care that is NOT a Socialist solution - rather pure Capitalism paying for our health care providers, facilities and our personal health care cost. And provide free-market incentives, rewards, and motivation.

The proposal is the call for a National Health Care Lottery:

Economically scaled from our existing Education Lotteries - the National Health Care Lottery would be put into practice with the following plan of operation.

1. A Seven Digit Ticket - sold by the US Postal Service - $2 proposed cost per ticket number set - drawings every two weeks, thus a predicted Jackpot close to or at about the predicted jackpot amount of $1 billion dollars per two-week drawings.

2. The first three years the lottery funds will be distributed evenly to all the Health Insurance Providers as a national premium to invest and grow from the markets. At the end of the first three years, the funds will be distributed based upon effective and efficient independent performance of each of the insurance companies.

3. Each year that a citizen does not file a health care claim - other than an annual physical - that citizen will be rewarded with a CAP (Capital & Profits) refund check - dependent upon the amount of residual funds on balance in the lottery program and the total number of citizens that did not file any health care claims.

4. The top-performing hospital in each state with the highest Human Vitality Index, Cost-effective and efficient health care services provided - will also be rewarded by the residual lottery funds CAP refund.

5. The top-performing pharmaceutical manufacturer headquartered in the United States that provides effective pharmaceuticals with the least side effects, cost-effective treatment drugs, and timely efficient delivery of products will also be rewarded with residual lottery CAP refund.

6. Finally, any individual or research team that finds a cure for any disease will receive a one lump payment from the lottery system - equal to the last ten years of the total treatment cost of the disease for which a cure was found.

Closing Notes: While this lottery program may have actual results that do not completely fulfill our nation's health care cost during the initial three-year start-up. It could be used as a supplemental plan until enough funds are established to fully fund health care for the nation.

In the education lottery there are always people losing - in the Health Care Lottery - even if a citizen does not win the Jackpot funds - the ticket purchase is directly funding possible future health care costs for every citizen regardless of free will participation in the lottery program.

The lottery operations will be monitored and reviewed by former Medicare employees - so no one will lose their job - and may provide more job opportunities.
