Make it ILLEGAL to keep your pet in a hot car!

Pets, dogs in particular, suffer from the severe heat of being in a car for several minutes to an hour. When it is only 70 out it can reach up to 105 in just 30 minutes in a car. Individuals should receive punishment for being knowingly neglectful.
