Report first, never shoot!!

When you have an issue with a neighbors pet coming into your yard it should not be your first thought to shoot the animal. Especially if that animal is not aggressive or damaging your property. I believe the law should be that you have to report the animal on your property, giving a description of that animal and the owners name and address if available, before you take any action especially violent action. The neighbor also should be warned if possible. I also believe that instead of shooting such animal you should take humane actions such as taking the animal to the pound or local animal rescue. 
There should be no reason to shoot an animal unless it is vicious!! Animals should have the same rights as people too live freely without fear. 
I'm writing this after my cat was shot and paralyzed just this past week by a neighbor. My cat is not vicious in any way and is already handicapped due to having a leg amputated 3 yrs ago. Her were not told of him leaving our property or anything. Now we are being told that if he did leave our property we will be fined, not the shooters but us!! It's a shame that someone can heartlessly harm a cat and get away with it!! Please help change the laws! 
Make it where they have to report the animal with complete description, owners info if available, and if not vicious they have to take the animal off not harm it!! Please!!
It had been a struggle to see our cat go through this but the good news is he is getting feeling back!! The Dr now thinks he will walk again!! Please sign!!
