Stronger rules and regulations of service animals

Many animals are being easily passed as saftey certified service animals when really they should not be. Many people get past with minimual requirements for having a service animal. When untrained animals are put out as service dogs and attack or act out of line it makes the rest of the service animals look bad and result in people closing doors to service animals.
