Release Kyleigh Jean Williams to her biological family

Kyleigh Jean Williams at the age of 8 years old was taken from her family in Pickens County, South Carolina. After a lengthly court battle between Dept of Social Services and her family, her mothers rights were terminated. She is now almost 14 years old and is still in the custody of Social services, even though family and friends tried to gain custody as well. At the termination hearing it was ordered that the child be placed in adoptive home within one year. It has exceeded that by over a year. Yet when the mother tries to find out who she must contact or what she must do to appeal this, she is lead into a wild goose chase. The child is being rebellious and refusing adoption due to the want/need to be back with family. So Dept of Social Services continues to bounce the child from place to place. We are requesting that the child be returned to her biological family immediately, as we see it that dept of social services has failed to better her life or ensure her safety. The child has become mentally unstable while in the dept social services care, being suicidal as well as a "cutter". This surely isnt in her best interest, yet that is what the agency at hand calls it!
