demand the sheriff's office take animal theft seriously

My dog was stolen and the sheriff's office refuse to do anything about it. My dog was stolen from my home on 12-10-16. They say that because it was my ex it doesn't count as a crime. I purchased my home after we broke up and she has never lived or been allowed at my home. We also haven't spoken in over 6 months. I proved I payed $1100 for her. She admits to having my dog. The worse part is she told my kids she planned to steal my dog and then did it. She tells my kids to lie about it and has taught them that it is ok to steal and lie. The penal code reads

§ 487e. Grand theft; dog exceeding value of $950

Every person who feloniously steals, takes, or carries away a dog of another which is of a value exceeding nine hundred fifty dollars ($950) is guilty of grand theft
No where in there does it say that it doesn't count if it's your ex. I am asking my community for there support in showing that we take these types of crimes seriously and insist they do to. I don't feel protected or served as they are sworn to do.
