In the country of the Philippines, we must face reality. Few of us are animal lovers. The majority can NOT understand and are uneducated about pet ownership. The government in our country are less help to these animals & its owners.
Ordinance no. 2389 we have to surrender aggressive dogs or dogs that bark (such as strangers) even if they haven't attacked anyone. Which goes against the nature of dogs such as there are different kinds of barks in a dog not just the aggressive one. They can confiscate pets without animal welfare.
Revise the Ordinance 2389. Hear your citizens plea. Animal Control with Animal Welfare!
Only few of us Filipinos are able to rescue and adopt stray animals off the street due to poverty & supernatural beliefs.

If this Quezon city ordinance will be passed, all other regions in the Philippines may do so.
It never said what will happen to the pets if PHP 500 is not paid. PHP 500 is a lot to us and this very amount can help pay donations to unpaid animal shelters, animal food, & other necessities.
This is not the way to educate people of responsible ownership. Philippines Government (or Quezon city government) can start educating its citizens on how to be a responsible owner from seminars on the jobs & schools (A lot of unpaid groups are willing to do so CARA, PAWS, PALS, etc) , make law to punish those owners who neglect, abuse & kill their pets and people who are non-animal owners, put programs on free or discounted spay & neuter to minimize the population, demand license on breeders and limit the animals being bred, demand the citizens for each of their pets to have veterinary records on updated deworming & vaccinations & punish only the ignorant & abused owner not the animal AND they could also have programs for Rabies free by providing free anti- rabies vaccination for strays & owned animals.
A lot of Aspins (local Phillipines dogs) & Puspins (local Philippines cats) needed homes & a caring owner.
This ordinance & code does not protect REPUBLIC ACT NO. 10631 (AN ACT AMENDING CERTAIN SECTIONS OF REPUBLIC ACT NO. 8485, OTHERWISE KNOWN AS “THE ANIMAL WELFARE ACT OF 1998″)
They did not specify to what will happen to the animals if not paid or what will what happen to the money being paid. We may speculate that these animals will be thrown to the streets & become strays or destroyed.
The animals lovers in Philippines are trying to repeal this dreadful Ordinance. We are trying to rescue, save & adopt (with spay & neuter, deworming, vaccinations, give good home & proper food) to the stray animals as possible as we can. The streets of this country is not safe for the stray animals and shelters are not a proper home for them.
