Demand Animal Police Local Hotline Phone Numbers To REPORT ANIMAL ABUSERS

We must demand help from everyone. There are way too many cases of Animal Abuse. Pets and animals are getting Murdered, Tortured, Starved to Death, thrown out to die and etc. We must put a stop to this or these animal abusers will start to murder, torture & abuse infants and helpless children.
Please HELP put a STOP to this. The Local Police have a hard time dealing with humans murdering, stealing, breaking and entering and etc. so, we Must have Designated Animal Police to be able to call to report new or ongoing Animal Abuse or any illegal activities with these poor innocent helpless pets and animals.
Please help me to demand that the President enforces Protection for these sensitive situations and to enforce a designated phone number to report these criminal acts and mandate that we get a special division for Animal Police. Animal police must come out on every call small or big to investigate to protect these helpless animals from getting treated this way.
Demand that the Adoption process ensures these pets safety. Enforce all pets must be microchipped before adoption and registered before approved adoption person is allowed to remove the pet from the property it is getting adopted from. Enforce they sign a contract stating, they will not give their pet away, sell their pet, abuse their pet in any way shape or form or it will be considered a FELONY and they will be CHARGED as such with a Minimum 5 years Prison time without early termination, a $5,000.00 Penalty Fine will be mandatory and paid, Rights to own another pet will be revoked for life and they will be mandated to be registered as an Animal Abuser in The United States Data Base, in the County & the neighborhood they live in. Make them realize this will NOT BE TOLERATED!
