There has been an increasing frequency of horrendous flooding in the central and eastern portions of our country that has gotten worse over the past decade. This is coupled with the continuing drought conditions that have been becoming worse over the past decades in the west and southwest. There should be economic justification for using the technology being presented for the XL pipeline to place a pipe system from the upper Mississippi River valley in midwest and Ohio River valley below the Great Lakes region to the Colorado River valley. A major portion of the cost should be able to be absorb by reduction of disaster costs in flood areas along with improving the growing areas of the west and southwest.
