Give Oakland Animal Services the Resources it Needs to Function Properly

THIS PETITION IS NOT AFFILIATED WITH BAD RAP (a link to Bad Rap's blog was used as reference to original spay/neuter language on the OAS website)

Oakland Animal Services (OAS) is in crisis:

1. It STILL has no permanent Director more than 9 months after the previous Director resigned even though a Selection Committee Panel established by the City unanimously agreed upon a candidate;

2. Resident veterinarian recently resigned;

3. Animals are being adopted without having been spayed/neutered. [12-13-13: RECENTLY UPDATED LANGUAGE ON THE OAS WEBSITE INDICATES THAT THIS IS NO LONGER OCCURING]

Oakland City Leadership is requested to:

1. Follow the advice of the Selection Committe Panel regarding the choice for hiring a new Director.
2. If the chosen candidate can't be hired due to background check findings then reopen the process -- do NOT hire a candidate rejected by the Selection Committee Panel.
3. Make a public announcement (soon) about where the process stands and what the next steps are in the process.  More transparency is critical.
4. Stop allowing pets to be adopted without first being spayed/neutered.  Find alternative veterinary care while a new shelter vet is hired -- if necessary, reclassify payroll budget for use in outside spay/neuter funding (funds aren't being spent on payroll for vet, anyway).  [12-13-13: RECENTLY UPDATED LANGUAGE ON THE OAS WEBSITE INDICATES THAT ANIMALS ARE NO LONGER BEING ADOPTED OUT WITHOUT BEING SPAYED/NEUTERED]

The Oakland community and its animals MUST have a functional and progressive shelter.  Oakland City leadership MUST make the shelter a priority and ensure the shelter is run effectively until a new Director is hired.

UPDATE: Spay/neuter policy info on Oakland Animal Services (OAS) website has changed to:

"Due to shelter staffing, we cannot perform spay/neuter surgeries at OAS for animals found by their owners at the shelter. Owners will have five days to have their animal spayed or neutered at a vet of their choosing, at their own expense. Adopted animals will be spayed/neutered before leaving the shelter, per standard policy."
