Change bylaws in HOA to allow a line item in the budget for neighbors social activities

Location: Loveland, OH

Our request for money from the HOA for a block party was denied by Nancy from Stongate. The reason as I understand it was that it was not addressed in the bylaws. We would like the by- laws to be changed to allow a line item to be entered into the annual budget for this event.
