Animal Abuse Indicates High Risk Of Psychopathic Disorder, a potential violent criminal against humans.

Department of Animal’s Husbandry and Health (Disnakeswan) of Bali assessed dog population has exceeded the capability for handling and vaccinations. Moreover, Bali currently faced the challenges of scarcity of anti-rabies vaccines (VAR).This condition has made the Bali Provincial Government to undertake emergency measures to overcome an outbreak of canine rabies by mass-culling elimination.

Ironically, statements and mass elimination countermeasures has been abused by people to explore their sadistic lust.

With the absence of legal sanctions, the perpetrators proudly publish their cruelty via social media. Sadistic action committed for pleasure, pride and fame has spread to other domestic animals like cats.

Humans who commit cruelty to animals rarely stop there, it is an early indication - most of them will commit crime against vulnerable target, commonly women and children and one day might become a danger to the community at large. http://www.examiner.com/article/animal-abuse-indicates-high-risk-of-psychopathic-disorder

We appeal to Bali Provincial Government - I Made Mangku Pastika , Governor of Bali and Ronny Frankie Sompie, Bali Police chief to give an official statement simultaneously through its officials and mass media to the public about the enforcement of the Criminal Code of Violence Against Animals and take firm action against the perpetrators regardless of any institution with penalties and/or counseling that includes:

1.) Disposal of Pet Animals type, Caging and chaining: Includes cages that are not feasible, lack of water or food; mismanagement; Puppy Mill; to be put out on the street without routine vaccinations. It is for long-term solution in overcoming rabies. Increasing number of rabies infection is also caused by the owner negligence. http://m.antarabali.com/berita/72525/disnakeswan-nilai-populasi-anjing-di-bali-berlebih

2.) Murder and Torture type of Pet Animals including beatings, stabbings, strangulation. 76% of those who beat animals also beat family members. http://m.huffpost.com/us/entry/2507551

3.) Organized Dog Fights, subjected to performer owners and organizers. The sadistic show in dog fights are often closely linked to other criminal activities. Children in the community are routinely exposed to violence, they systematically sensitive to the suffering, and eventually become a criminal. http://m.beritasatu.com/nasional/152010-lemah-hukum-adu-anjing-kian-marak-di-indonesia.html

4.) Murder of Pet Animals type for consumption; Dog Meat Trade, subjected to the Supplier, the Seller and Buyer. Stray dogs/cats meat have high potential to be contaminated with diseases that transmit Rabies, Parvo and Distemper Virus.Do not let Bali make natural-consuming of Dogs or Cats and let them tarnished the holy ritual of 'Mecaru' to justify their action. https://www.animalsasia.org/intl/assets/pdf/AnimalsAsia_deserve-better_Jan12_resized.pdf

5.) Dog or Cat Theft: Including financial gain motive or ransom.

With limited resources, local law enforcement can't always make animal cruelty incidents a top priority therefore we are ready to help local enforcement in making arrest to Animal Cruelty Offenders.
