Severe punishment for owner that abandoned rottweiler to die in the freezing cold

The dog you see in the photo was abandoned on the side of the road in subzero temperatures. He tried to free himself from being tethered in the kennel by biting his way out, but failed. He was found and rushed to Tri-County Shelter on Animal Shelter Road in Hughsville receiving the best of medical care. Despite this vets could do nothing to save him; he died shortly after. As for the suspect, he was last seen driving a low Chevy style truck, and is still at large. Urge authorities to punish this sicko!
