My goal is to ban all people who whistle with two fingers at public events because it is loud and obnoxious, ruining my right as an American to enjoy that event

Dear President of The United States, and Congressmen Congresswomen

People who whistle with two fingers are ruining this great land. There cheer requires no intelligence and ruins others more creative less obnoxious cheers.
