The Congress must pass a budget resolved by both Houses and signed by the President.

Every family, business, non profit, and corporation has a budget.  Every town, city and state government in this country have to deal with their budgets.  Every hospital, school, sherrif's office,  police department, fire department has to have a budget.  The United States Army, Navy, Air Force, Marines and Coast Guard have budgets.  Providing this country with a budget is the most basic job of those who represent us.  When confilcts arrise they must do what they have to to resolve them.  It is simply their job.  The solution to our current.problems is simple.  No Congressman leaves Washington for Easter break (or any break thereafter) until the President has a budget passed by both houses of congress on his desk.  If he then refuses to sign it they can all have their Easter break but then no one from the President to both houses of Congress leaves Washington for the rest of the year if necessary.  Sound mean?  No one made them run for office.  Since they are there they might as well do the job we sent them there to do.
