Dogs should be allowed outdoors when their owners are not home, weather permitting

August 13th I was informed by the Welland Humane Society that my King Shepherd dog must remain indoors while we are at work or just not home.   Because we cannot guarantee that our dog won't bark at another animal or person, we were told that they "strongly urge" us to keep him indoors.  This is inhumane to an animal that loves the outdoors and is not used to being confined.   Animals have rights too.
