Stop in humane treatment of animals

I Want to keep animals EVERYWHERE big or small from being mistreated or only to be seen as a price tag to many humane societies and shelters all over the world. I feel that in many cases animals get passed up the opportunity to be with a loving family because " animal shelters " and "humane societies " that say they are in the best interest of the animal but really aren't, and want to charge an arm and an leg for fees that are outrageous for a family to take a pet home. This is not the only problem I recently had an incident happen where my dog of 10 years had got out on a 4th of July night because she was frightened from the fireworks the local humane society that I have recently put an application in to do some volenteer work picked her up, I finally found my dog on they website they had posted and rushed right away to pick her up , I arrived and quickly located her and let a worker know she was mine. When I first saw her she was so scared sitting in the back of the kennel corner shaking with about 4 other small dogs. I went to the gate where it took a few mins for her to know it was me after calling her name a few times she ran to the gate and Immediately started crying , the worker collected info and told me to go to the front where they'll take care of me. I got to the front and they were asking a few questions and proof of ownership I had countless dated pictures and videos of my dog ,myself and other family members. She took the information I presented and then proceeded to tell me the total coast to take my dog home would be. $275.00 and I looked at her shocked as to why they just wouldn't release her to me and then she went on to tell me about the fees they charge and I just couldn't believe it . They offered no payment plan and were blaitently cold hearted about the situation like they didn't care if she was mine or not or that I didn't see her as just a dog but almost like a child. They basically told me I had 10 days to come up with a payment then added it was a daily charge also , then when my time was up she would be put up for adoption and I can't even believe that this is ok for them to do my dog is unhappy and depressed and they could care less if the money isn't paid. I don't want anyone to ever have to go through with anything like that I feel like a part of me was taken with no remorse . I would also like to put a end to "kill" animal shelters and humane societies I feel the best interest should always be for the animal no mater the cost isn't that what the facilities are for? Most of these places don't care at all about the family or the animal and its heart breaking because as a vonlenteer ar many local animal shelters I know most of the animals are unhappy just by looking at them. I just want animals everywhere to have a fair fighting chance and that cannot Happen unless we stop money hungry people from being in charge and put in people who actually care.
