micro chip to National Insurance Nos,and make it proof of legal ownership

The only way to stop the theft of Pets, and to stop pets being abandoned,is the micro chip to National Insurance nos. The contact details cant be out of date. Abused, dumped dogs cats can be traced. The chips must be recognised as proof of ownership. That way the police have to act. Owners selling pets will register the change so they are no longer liable. There will be no escape  for thieves and abusers. Dumpers will be held to account, and we will have protection in law.

Dear Prime Minister,

It is a legal requirement that all dogs and horses are microchipped, but we owners have no protection in law. Theft is big business. We the undersigned ask you to:-

a) make microchips proof of legal ownership, as at present nothing is recognised as such in law

b) link the chips tp NI nos, so that details can never be out of date.. Pounds are full of chipped dogs with out of date details, and abusers just say the dog is not theirs.

c) make it law that chips are inserted by a vet into a ligament, as they are in horses. This is to prevent thieves cutting out the chips. We have found dogs with wounds where chips have been removed

d) Ask vets not to insert chips till at least 8wks old. thi0s allows for puppy sdocialisation, reducing dog on dog aggression. It

will also stop the quick buck breeders, and so reduce over breeding.

e) Give dog wardens and community police as well as police, scanners and stiff fines for being found with no chip. On the spot fines and random checking.

f) compulsary scanning of new pets at vets, scanning by police, wardens, rescue centres and pounds. scanning of dead animals by council refuse disposal, and railway disposal. Owners will know what happened, a+busers can be tracked and held responsible

g) dumpers who dont collect their dogs can be charged the cost of putting to sleep and body disposal. saves councils a fortune, and will stop the dumping of ther old and sick, expecting others to pay for their pets.

We believe these measures are the only way to tackle irresponsible owners, abusers and thieves. We need stiff penalties for animal theft and abuse.
