Solicitud de retiro de la Ley de reforma del IVIC

El 18 de noviembre la Comisión de Ciencia, Tecnología e Innovación de la Asamblea Nacional aprobó en 1ra discusión un proyecto de ley que elimina al IVIC para dar paso a una nueva institución, IVECIT. Este proyecto no fue consultado con sus autoridades o su personal, primeros interesados en el devenir académico del la institución. Desde un punto de vista académico, implica un retroceso ya que no se requerirán títulos académicos para ser investigador, Director o Sub-director. Se atomiza la actividad de investigación en desmedro a los equipos de investigación y se ignora al Centro de Estudios Avanzados, importante centro de formación de investigadores del país. También pone en riesgo varios beneficios socio-económicos adquiridos por sus trabajadores. La eliminación de la institución -incluído su nombre- representa un daño inconmensurable al patrimonio de la República Bolivariana de Venezuela. Por estas razones, se solicita el retiro de esta ley de la Asamblea Nacional para así poder iniciar una discusión amplia de una reforma a la Ley del IVIC.

This petition calls for the withdrawal of a bill, presently under discussion in Venezuela’s National Assembly, to eliminate the Venezuelan Institute for Scientific Research, an internationally recognized institute with 55 years of basic and applied scientific experience. Without consulting the authorities or scientific staff at IVIC, the Science, Technology and Innovation Committee of the National Assembly approved in its first debate this bill that would eliminate IVIC to create a new institution, IVECIT, with a radically different organization, that has not been implemented by any successful scientific institute anywhere in the world. This project lacks coherence from an academic point of view: a) no academic credentials are required to be a researcher, or even the director b) the concept of the “research team” is replaced by individual researchers each with their own project, c) our Center for Advanced Studies, one of the most important postgraduate program in the country, is disregarded, d) the acquired socioeconomic rights of workers at all levels of the institute are not considered. This purging of IVIC, even of its name, is very damaging to Venezuela’s academic heritage. For these reasons, the bill should be withdrawn from deliberation by the National Assembly, to make way for a more reasoned discussion of the current Law of IVIC.
