Make all interactions by US Officials with foreign governments be made on the record

We seem to have too many incidents of our Congressmen having meetings with foreign representatives that they don't remember having or don't remember what they discussed. Make them all recorded or at the least, have minutes taken. If they are official business, they should be on the record.
