Permethrin is an ingredient in most general Household Flea Sprays 

It is not known to rapidly harm most mammals or birds, but is 

"DANGEROUSLY TOXIC" to "CATS" and to "FISH"

 in CATS it may induce hyper excitability, tremors, seizures, and even DEATH.
