More of animal welfare groups and veternary doctors in every city and village who can be contacted. Build of No-kill animal shelters where the strays can be kept and taken care of with food, water and clothes. Proper enforcement of all vaccinations and sterilisation program for all strays

Make changes and much harder laws for the public, for the railway and vehicle drivers and punshiment for the culprits. Education camps for the rural and urban people to tell them it is wrong to hurt the stray animals. Advertisements regarding animal rights in televisions and local newspapers so that people can aware of.
