It has been said by the owner, Darlene Keppel, that her dog Spartacus will not bite anyone. However, I and many others have witnessed this dog making attempts to charge people walking or standing nearby. I, Rick Westenhaver and Karen Stevens have personally been charged by the dog. And there are others. The Dog has on several accessions been left unattended with his leash hooked to the porch that he has broken running at someone.
Darlene is confined to a wheel chair and has a very difficult time keeping control of Spartacus. I truly believe it is not a matter of will he bite but a matter of when he will bite. On Sunday August 17th 2014 Karen Stevens (1506) and Kathy Smith (1507) witnessed a small girl riding her bike down the sidewalk and when she passed Darlene's apartment (1504) Spartacus, who was out by his self, charged the girl and came within a foot of getting her. The leash stopped the dog but I truly feel in my heart that if not for the leash, the girl would have been mauled. Spartacus has broken his leash before.
