Prevent children in grades pre-k through 3 to exit a bus with out a responsible person being present

There is no policy in our town preventing a child to be let off a bus in these young grades.  A policy needs to be in place before a child is hurt.

I would like to ask the BOE to create a policy for Pre-k through grade 3 that states a responsible person must be present for a student to exit the bus. If no person is present, the driver must call dispatch and continue on the route. Dispatch would then attempt to contact the parent. Dispatch will advise the driver as to the next step. If attempts to contact the parent fail, the child will be returned to the respective after school program located at Shepard Hill Elementary School or Moosup Elementary School. An emergency daycare fee will apply. No child in grades Pre-k through k will be dropped off with out a responsible person to receive the child.  The parents of children in grades 1 through 3 will be given an opt out/in form allowing them to make the choice for their child. 

My 8 year old daughter was put on a bus in error.  The school has taken steps to prevent this from happening again.  however, I was informed the bus driver did nothing wrong.  There is no policy to prevent this from happening.
