Stop Harassing Minorities in Mount Vernon, New York

Harassment covers a wide range of behaviors of an offensive nature. It is commonly understood as behavior intended to disturb or upset, and it is characteristically repetitive. In the legal sense, it is intentional behavior which is found threatening or disturbing. Why must black men be subjected to this type of ridicule from BLACK police officers?

On Saturday, July 20^th at 1:30 PM EST, My brother left 169 Washington Street and to the store at the corner (Fulton Avenue ~ BANI Food Market) He walked to the store with a Styrofoam white cup with ice in the cup. When he got to the store there were a bunch of police already at the store talking to a gentleman. (There were 5 cops altogether, 2 were black) So he proceeded in while saying hello to people outside the store. He went into the store and greeted the store owner’s daughter and invited her to a party that they were doing, and handed her a flyer. As he walked out the store he through the cup in the garbage which was located next to the entrance. The guy that was with him said, “Don’t throw the cup away, you will need it.” So he went back in and took the cup out of the garbage and left. When he got out side he congratulated a woman on her new baby. There was no police near him. Then the cop asks him what was in the cup. They said (Police), “Was there any liquor in the cup”, he stated NO. He then gave the cup to the BLACK officer to prove his case and the officer said yes it is. He never got loud or aggressive, but he walked toward the white officer to talk to him and the officer told him to step back. Then stated, “Where are the Drugs”. He then asked for ID. While the other police officers stated that they saw him pour liquor in the cup and he was lying. After the black police officer wrote him the ticket it stated that the cup was filled with Colt 45, Really …. When he told him his age they then said no he was lying about that to.

When we went to the police station the police stated that if the police officer smelled alcohol then he has the right to do that. Then we asked for a complaint form and they gave us one. One look at the forms that was given to us, you know that something is wrong. It says “City of Mount Vernon, Clinton I. Young, Jr. Mayor & Barbara Duncan, Chief of Police”. That would be correct, but one year ago we elected a new Mayor, Earnest D. Davis, and the Chief of police in Mount Vernon is James Dumser. How disrespectful and lazy is that. It must reflect in the way they work cause after all that BS, the officer did not even sign the ticket….
