Changing facilities for disabled adults, teenagers & children

We have disable toilets but we do not have disable changing facilities for adults,teenagers & children in shop. And public places. We need this facility nobody should be subjected to being changed on a unsanitary toilet floor. Carers and parents should have a hygienic place with aids to assist them
